1. Lead the design,testing,planning,and implementation of ICT e-Government projects that affect Government-wide users,

2. Manage ICT e-Government project lifecycle from beginning to end,

3. Provide a single point of contact for assigned projects and coordinate allocation of internal resources and external resources and external independent vendor to meet busines project requirements.

4. Estimate the operational impacts,resources and participante needed to achieve project goals.

5. Plan, schedule and track project milestones and deliverables.

6. Define project success criteria,determine the frequency and content of status reports from the project team,analyse risks and results,and troubleshoot problem areas.

7. Conduct project post mortems and create a lessons learned and recommendation report in order to identify successful and unsuccessfull project elements.

8. Work cross-functionally to solve ICT e-Goverment problems and implement changes by identifying,developing,and initiating innovations and solutions,where precendents and procedures may not exist.

9.Use participatory and consultative approaches(including regular project team and stakeholder meeting)and tools to ensure a high level of ownership and sustainability for all projects.

10. Proactively assist in instilling a team oriented,client and results-driven approach through a range of learning and development modalities that build on existing individual and team strengths.

3 Geovannio Frederico de Jesus Vinhas Application Development Staff

1. Assisting,develop systems and modules graphical interfaces,web modules,database module,application reports and statistics,and any software components needed to deliver complete and functional applications systems required by the GoTL information system;

2. Assisting desing and implement software solutions that adhere to current architecture standards in order to support the systems and services used by the GoTL;

3. Assisting desing and implement computer application system,modules and any software components needed to support GoTL e-Goverment strategy,programs and project;

4. Apply software development methodologies as directed by manager to develop,implement and test systems and software components;

5. Assist desing,develop,implement systems and software technical specifications based on business requirements provided by institutions.develop and maintain systems and software documentation in order to facilitate maintenance and upgrade activities;

6. Provide the necessary technical support and work as a team with all Goverment Entities to accomplish the software development and implementation taks requested by the Institution.

7. Assist develops and provide a monthly software project status report describing the development of the above activies and any issues that may emergy,with conclusions and recommendations in regards to the GoTL e-government strategy development operation;

8. Strong and effective inter-personal and communication skills and the ability to interact professionally with a diverse group of staffs.

9. Basic understanding of git command-line procedures in system development repositories for bugs tracking,version control and task management.
