ADB REPRESENTATIVES HELD A SERVICE COORDINATION MEETING WITH THE TIC TIMOR TEAM


DILI, December 4th, 2024 - Representatives of the Asian Development Bank (ADB), led by Mrs. Karole Lepesoor, and her team held a Service Coordination meeting with the TIC TIMOR team, at the TIC TIMOR office building in Caicoli.

The purpose of this meeting was held with the aim that the ADB would like to know more about the role of TIC TIMOR, as well as the services provided by the agency, particularly related to e-Government and the Data Center.

During the opportunity, the ADB representative stated that their services are related to e-Government and that they possess a project in Timor-Leste related to the Data Center. For this purpose, they intend to learn more about the services of the Data Center in TIC TIMOR as well as e-Government, with the goal of evaluating the possibility that ADB may have the opportunity to provide necessary assistance related to e-Government and Digital Transformation.

On the same occasion, the Principal Advisor of TIC TIMOR, Dr. Esebio Guterres, conveyed welcome to the ADB team, who wish to learn more about the services that has been providing by TIC TIMOR, especially related to e-Government, Digital Transformation prevailing in the Timor Digital Plan for the 2032, establishing a legal framework in the current program of the IX Constitutional Government.

On the same opportunity, the Director of the Directorate of Information Systems and Applications Development (DDSIA), Mr. Justo Fernandes, explained that TIC TIMOR is the only Technology Agency in Timor-Leste, established with the purpose to address the needs of the Digital Government.

The Directors and Heads of Departments, explained in detail the application services related to the outcomes and challenges, the evolution of Network and Data Center Services, as well as the current Cybersecurity and Timor Digital services, with an emphasis on the priority for a robust, secure, scalable, and accessible Data Center, with international standards.

TIC TIMOR possess a long-term plan in the area of ​​ICT and Timor Digital in which becomes as the program for the next ten years, which currently focuses mainly in the areas of Health, Education, Agriculture and Public Administration. This issue is part of the program of the IX Constitutional Government.

Thus, the services of TIC TIMOR aim to carry out Digital Transformation. Currently, TIC TIMOR is conducting awareness campaigns in 12 (twelve) municipalities across the country, including RAEOA and Atauro. In addition, TIC TIMOR has also developed a series of Application Systems in several state institutions.

The agency has also established the Data Center Directorate to centralize all government data. Furthermore, TIC TIMOR also has a Cybersecurity Unit to ensure the security of important data centralized in the Electronic Government Data Center, which is managed by TIC TIMOR itself. Additionally, they further informed that the agency has a long-term plan that will be implemented within five years.

The meeting was concluded with a statement that TIC TIMOR will prepare a list of needs based on the possibilities that ADB be able to address. The list can be completed within seven business days and sent to ADB based on the authorization of the Executive Director.

Meanwhile, the meeting was attended by the Director of the Corporate Services Department, Mrs. Helen Esmeralda C. Gomes, the Director of the Network Infrastructure Services Department, Mr. André Felix Marques, the Director of the Data Center Department, Mr. Rusmin Vicente Soares, the Head of the Cybersecurity Unit, Mr. Agostinho Pereira Araújo, and the Coordinator of Timor Digital, Mr. Eusebio de Jesus Gouveia.
